01 The problem
A budget is only useful if it warns you while you can still act. Most teams learn a project went over the same way every time — in a report, a week after the money was already spent.
If "how much budget is left?" depends on someone compiling a report, the answer is always stale. The hours kept accumulating while the spreadsheet sat still, and by the time the variance is visible, the overrun is history.
A project can be on budget overall while one phase is bleeding and another is barely touched. A single project-level number averages the trouble away — you need the budget where the work actually happens to see what's really going wrong.
A budget bar that just turns red is a notification, not a control. Without a limit that can actually warn the right people — or stop entries — the overrun proceeds on schedule and the alert is just commentary.
